You saw some ways in which a network manager can examine the various links between devices. If one link is found to be undersized, then it might be an option to upgrade it (for example, moving from 10Mbps to 100Mbps). This process of finding a problem and then upgrading the network is a form of network planning or engineering. It's important to realize that these are not necessarily isolated tasks.
