Emphasizing Joint Commitment and Responsibility

Most often, customers simply ask suppliers to develop systems for them. They don't realize that design and development of an effective system requires their involvement throughout the entire system-development process. Systems that are developed without significant customer and user involvement invariably fail to meet customer needs and expectations. This seems very understandable and logical; however, in practice our industry is not characterized by "joint commitment and responsibility" for system development.
