While the mangle table doesn't seem to have as many uses as the filter or NAT tables, it is nonetheless important for controlling packets because it enables you to control how queued packets are prioritized. On a heavily loaded circuit, these rules become more important than on a circuit that has only one or two Web connections, but the TOS rules can help users' impression that things are working better.
